INTERVIEW: Orlen Paczka project would not solve Polish postal operator's problems - state assets minister

Polish postal operator Poczta Polska must focus on modernisation and digitisation, and the acquisition of parcel locker and logistics company Orlen Paczka would not solve its problems, Minister of State Assets Wojciech Balczun told PAP Biznes in an interview.

At the beginning of February, Poland's largest energy concern Orlen announced that it had decided, together with Poczta Polska, to withdraw from the agreement regarding the acquisition of up to 100 percent of shares in Orlen Paczka by Poczta Polska.

According to the preliminary agreement signed in September 2025, Poczta Polska was to acquire a minority stake in Orlen Paczka, with the ultimate goal of acquiring 100 percent of its shares.

"Poczta Polska is a company that has been structurally and systemically in the process of subsidisation and failure to adapt to changing market conditions for years. It provides public services, including for the Ministry of Justice," said Wojciech Balczun.

"It is responsible for a whole range of activities that result from its public mission, which in fact generate costs and burdens for Poczta Polska," he added.

Referring to the Orlen Paczka acquisition, the minister pointed out that the decision to withdraw from further work on the project was based on an objective analysis showing that this scenario would not be beneficial to either party and would not sufficiently solve Poczta Polska's problems.

According to Balczun, Poczta Polska should focus more on its core business. This includes improving the standard of its branches, digitisation and implementation of modern technological solutions.

Balczun said that Poczta Polska has many outdated IT systems, some of which are 20 to 30 years old, and that modernising them would require multi-billion-zloty investment.

The minister said that Orlen has alternative solutions for the development of the Orlen Paczka project, while Poczta Polska can expand its activities in the courier and logistics services market through cooperation with partners.

Orlen Paczka has over 15,000 parcel collection points, including approx. 8,000 parcel machines, while Poczta Polska has over 20,000 parcel collection points, including post offices, parcel machines, stores.

Poczta Polska is a state-owned company and the largest postal operator in Poland. It has a network of 7,600 post offices, branches and postal agencies across Poland. The company delivers 800 million letters and 80 million parcels each year.
