The government wants the final declaration of the summit to provide a strong signal about the political intentions of accepting Ukraine to the EU. During the summit, the PM wants to convince other member states to also include in the final declaration a condition of holding a November EU-Russia summit if Russian troops are withdrawn from Georgia.
