Deadline for the bids in UMTS tender pushed back until Dec 1

The government decided to extend the deadline for the bids in the third-generation UMTS mobile telephone licenses until Dec 1. The Communications Minister Tomasz Szyszko said the Dec 21 deadline for granting the licenses would not be changed though. Apart from the three weeks delay, the ministry also decided to accept bank guarantees from the bidders instead for requesting blank bills of exchange for the price of the license as collateral. The minimum license fee of EUR 650mn (USD 550mn) per each of five licenses has not been modified. The changes in the tender follow the criticism voiced by potential bidders, especially the three mobile-phone operators, which threatened to boycott the tender because of its unfavourable conditions.
